City of Tomball
The city’s Building Office publishes a residential roofing permit application. From that form:

The form does not say which smaller repairs are exempt. If the job is a few shingles rather than a new roof, call the Building Office and ask before assuming either way.
Downtown is zoned as the city’s Old Town & Mixed Use district. If the building is in that district and the job changes what the outside looks like, ask the city’s planning staff whether any extra review applies.
Unincorporated Harris County
Tomball mailing addresses reach well past the city limits; Lakewood Forest and Rosehill, for example, are outside them. There, the city has no permit to issue. Harris County’s Office of the County Engineer states that a permit is needed for all development in the county, and defines development broadly as any man-made change to property.
We could not confirm from the county’s published pages whether a like-for-like re-roof counts. Ask before the job starts.

Magnolia and Waller
Outside those cities, Montgomery County and Waller County have their own offices for unincorporated addresses.
Who Handles the Permit
Usually the contractor, because the city’s form asks for their insurance certificate. Ask at the first visit who will pull it and whether the price includes it. A contractor who suggests skipping a required permit is also suggesting you pay double if the city notices.
